Global Gene Drive Assessment and Governance Framework (GGAGF): Phased Containment + Regional Approval + Mandatory Reversibility
Description
Three-component framework to permit gene drive development with strong ecological and governance safeguards.
Component 1 — Phased Containment: All gene drive development occurs in three phases: (a) lab-only (years 0-2), (b) contained field sites with > 1km buffer and ecologically representative species in sealed facilities (years 2-4), (c) limited pilot release in 1-2 hectare plots with real-time monitoring and kill-switch triggers (years 4-6).
No open-environment release without completing all three phases. Component 2 — Regional Gene Drive Authority: Modeled on IAEA, a new UN body with binding authority over gene drive approvals. Membership: all signatories.
Regional assessment committees (Africa, Americas, Asia-Pacific, Europe) composed of ecologists, regulators, and indigenous knowledge holders from affected regions. Any approval requires regional consensus — one region's veto applies if ecological risk crosses into that region.
Component 3 — Mandatory Reversibility Requirement: No gene drive can be approved unless researchers demonstrate a tested reversal mechanism (anti-drive or genetic immunization) that can suppress >90% of the drive in <10 generations. Reversibility maintenance fund ($100M/year) keeps reversal capacity operationally ready for 50 years post-release.
For naturally occurring reversals (evolutionary escape), triggers mandatory kill-switch activation.
Implementation Pathway
Phase 1 (2026-2027)
- • UN negotiates GGAGF treaty (binding, 100+ signatures required)
- • Regional Gene Drive Authorities stand up with staff
- • Existing gene drive projects transition to phased containment framework
Phase 2 (2027-2030)
- • Lab-to-contained-field transitions for ~10 most advanced projects
- • Reversibility mechanisms tested and validated
- • First limited pilots approved for 2-3 projects in phase 4
Phase 3 (2030+)
- • Limited pilot releases proceed with real-time monitoring
- • Reversibility maintenance fund operationalized
- • Regional assessments of ecological impact ongoing
