Global mRNA Manufacturing Consortium: Technology Licensing Incentive Fund + Regional Production Hubs
Description
Three-part model to break the mRNA manufacturing bottleneck. (1) $2B Technology Licensing Incentive Fund: Any LMIC manufacturer achieving WHO GMP certification and committing to supply 80% of production domestically receives a payment of $5/dose produced in year 1-2, declining to $1/dose by year 5 as costs fall. This de-risks the capital expenditure for new facilities.
(2) Patent Pool with Royalty Cap: Patents on mRNA manufacturing are contributed to a WHO-administered pool, with royalty rates capped at 2% of revenue (vs current 5-10%). (3) Distributed Production Hubs: Support 5 LMIC facilities (India, Indonesia, South Africa, Brazil, Egypt) to build manufacturing capability within 3 years, targeting 2 billion annual dose capacity by 2030.
