Global Health Emergency Coordination Authority (GHECA): Real-Time Surveillance, Coordinated Response, and Binding Obligations
Description
Establish a Global Health Emergency Coordination Authority (GHECA) — a WHO-empowered body with three functions: (1) Real-Time Disease Surveillance at genomic scale: All countries required to upload pathogen sequences from clinical samples to a WHO-administered repository within 24 hours of isolation, accessible to all researchers globally without embargo restrictions.
This enables variant detection, transmission chain tracking, and early warning for pandemic threats. GHECA operates the sequencing infrastructure for countries without capacity.
(2) Coordinated Response Protocols: GHECA pre-negotiates response templates (travel restrictions, quarantine standards, testing requirements) and requires countries to enact them within 48 hours of GHECA emergency declaration.
Individual countries cannot maintain higher barriers (no competitive 'COVID zero' policies that undermine others' economies) nor lower barriers (no pandemic denial). (3) Binding Financing Obligations: All countries contribute to a $30B annual Global Health Emergency Fund proportional to GDP, with an additional crisis reserve capitalized at $100B.
This fund finances pandemic surveillance, vaccine R&D, and emergency response in resource-constrained countries. Failure to comply with GHECA orders or financing obligations triggers automatic trade sanctions until compliance is achieved.
Implementation Pathway
Phase 1 (2026–2028)
- • GHECA charter negotiated through WHO
- • Real-time genomic surveillance infrastructure deployed
- • Response protocols finalized and adopted by G20
Phase 2 (2028–2031)
- • Universal pathogen sequencing required; 95% of countries reporting
- • $30B annual fund operational; crisis reserve at $100B
- • Trade sanction enforcement mechanism activated
Phase 3 (2031+)
- • Full real-time coordination capability
- • Next pandemic detected and contained in first 90 days rather than 9 months
- • Global health security as a binding international norm
