Global WASH Supply Chain Resilience Initiative (GWSRI): Maps, Reserves, and Regional Manufacturing Hubs
Description
Three-part initiative to build transparency and redundancy into WASH supply chains: (1) Supply Chain Transparency Initiative: Fund a real-time, open-source mapping of WASH equipment production, processing, and logistics globally — identifying single points of failure in supply chains serving every country. Co-produced by UNICEF, World Bank, and IOM.
(2) Strategic WASH Reserves: Establish rotating regional stockpiles of critical inputs (pumps, pipes, membrane filters, treatment chemicals) in West Africa, East Africa, South Asia, and Southeast Asia — sized to buffer 6-month supply disruptions. 1% levy on World Bank and regional development bank WASH lending.
(3) Regional Manufacturing Networks: Incentivize establishment of secondary manufacturing capacity for critical WASH products in regions currently dependent on imports. Target: by 2035, each of the four regions above produces 30% of its own critical WASH inputs, reducing import dependency from 65-80% to 40-50%.
Use tiered export-import bank financing and technology transfer agreements.
Implementation Pathway
Phase 1 (2025-2027)
- • WASH Supply Chain Transparency mapping launches for 50 countries
- • Regional stockpiling strategy designed; pilot reserves established in 4 hubs
- • Technology transfer negotiations begin with WASH equipment manufacturers
Phase 2 (2027-2031)
- • Supply chain maps cover 140+ countries; updated quarterly
- • Regional reserves operational, covering 4-6 month disruption buffers
- • Secondary manufacturing plants operational in East Africa, South Asia
Phase 3 (2031+)
- • Real-time supply chain early warning system fully operational
- • All four regions achieving 30%+ domestic production for critical inputs
- • Global WASH supply chain resilience baseline: no single-country dependency above 50%
