Predictive Maintenance Bonds (PMBs) are a new financial instrument that reframes infrastructure maintenance from a cost center to an investable asset class. The structure works as follows: (1) Governments or infrastructure operators issue bonds whose coupon payments are partially contingent on demonstrated maintenance outcomes — measured by IoT sensor networks, satellite monitoring, and independent technical audits. Investors receive a base rate plus a performance premium when maintenance targets are met, and accept a reduced rate when they are not — directly pricing maintenance discipline into capital markets. (2) IoT-based structural health monitoring (SHM) systems are mandated as a condition of bond issuance, creating a real-time asset condition registry that makes deferred maintenance visible and publicly accountable. (3) A global Infrastructure Maintenance Escrow (IME) requires that 15% of new construction project financing be set aside in a maintenance trust that cannot be raided for other budget purposes — breaking the political economy trap where maintenance funds are cannibalized by short-term budget pressures. The combined effect: maintenance ceases to be invisible and politically dispensable and becomes a financially and legally binding obligation with market consequences for failure. Pilot target: bridge and water system portfolios in three OECD nations within 36 months.
