About This Project
ICSF establishes three components: (1) Cyber Red Lines Treaty — binding agreement among major cyber powers defining categories of off-limits targets (hospitals, water systems, nuclear facilities, election infrastructure) with defined consequences for violations. Modeled on chemical weapons prohibition — specific capabilities are banned, not broad offensive operations. (2) International Cyber Attribution Consortium — a technically credible, politically neutral body that conducts and certifies cyber attack attribution, providing the evidentiary basis for proportionate response and removing the attribution uncertainty that enables impunity. (3) Cyber Incident Emergency Response Body — a standing international team that can deploy within 24 hours to assist nations experiencing critical infrastructure attacks, preventing cascade failures.
