About This Project
Three-part structural reform to end regulatory capture: (1) Extended cooling-off: senior regulators (GS-15+ equivalent) prohibited from working in regulated industries or lobbying their former agency for 5 years. Compensated with a 3-year salary continuation at government rate — removing the financial pressure that drives revolving door exits. (2) Public Interest Advocates: every major rulemaking process requires appointment of an independent Public Interest Advocate with subpoena powers, funded by a levy on the regulated industry, reporting to Congress/Parliament rather than the agency. (3) Compensation parity for technical roles: create a Technical Expert Corps (modelled on the Senior Executive Service) with compensation benchmarked at 80% of private sector equivalent — closing the talent gap that makes revolving door exits inevitable.
