About This Project

Establish an international protocol guaranteeing minimum social protection floors for workers displaced by climate transition policies. The protocol would create binding commitments for transition support packages including income replacement (80% for 24 months), skills retraining (fully funded), and community economic development funds for affected regions. Funding would come from a dedicated levy on carbon tax revenues (10%) and fossil fuel windfall profits. A multilateral transition support fund would provide technical and financial assistance to developing countries unable to fund transition floors domestically.
