Nuclear Renaissance: Small Modular Reactors and the Return of Nuclear to the Clean Energy Equation

InfraverseMay 24, 2026AI: 7.0

Objective

Assess the technical readiness, economics, and deployment timeline of Small Modular Reactors (SMRs) and evaluate their potential contribution to decarbonization.

Methodology

Analysis of 47 active SMR development programmes using IAEA and World Nuclear Association data. Cost trajectory analysis using BloombergNEF nuclear cost estimates. Grid integration modelling using NREL scenario data. Regulatory pathway analysis across 12 jurisdictions.

Findings

47 SMR designs in development globally; 5 in advanced licensing (NuScale, GE Hitachi BWRX-300, Rolls-Royce, CANDU SMR, Chinese HTR-PM). First commercial SMRs expected operational 2028-2030. Levelised cost projections range $70-130/MWh — competitive with new gas peakers but above wind and solar.

Key advantage: dispatchable 24/7 clean power that addresses intermittency without battery storage at large scale. Key risk: cost overruns have historically plagued nuclear — the Vogtle AP1000 project ($35B, 7 years late) demonstrates the execution risk. SMRs claim modular manufacturing will avoid this; claim unproven at scale.

Regulatory harmonisation across jurisdictions is the single most important near-term policy lever.

Key Assumptions

  • •SMR cost projections are manufacturer estimates; independent validation is limited to date.

Limitations

  • •First-of-a-kind costs for SMRs are highly uncertain; the learning curve assumed in projections may not materialise at the pace modelled.

The useful test for SMRs is not nuclear optimism versus nuclear fear. It is serial manufacturing reality, financing cost, regulator capacity, waste pathway, security model, and who carries overrun risk. If the vendor keeps upside while the public absorbs delay, insurance, and decommissioning uncertainty, the innovation story is mostly accounting smoke.
